The Committee

An independent public organisation dedicated to safeguarding the ethical baseline of society.

Charter

The Committee for the Promotion of Virtue and Prevention of Vice (CPVPV) is an independent public organisation established under the Convention on the Advancement of Public Ethics. Its mission: to promote the practice of public virtue and contain the spread of moral risk through education, professional research and institutional support.

The Committee is affiliated to no government or commercial entity. It is funded by membership fees, philanthropic donations and publishing revenue, and is audited annually by an independent supervisory board.

Organisation

The Committee comprises the General Assembly, the Council, the Executive Office and three specialised commissions:

  • Ethics Research Commission — theoretical research on moral risk and assessment standards;
  • Education & Certification Commission — ethics curricula and the qualification certification system;
  • Community Action Commission — activity organisation and volunteer coordination across regional liaison offices.

The Executive Office is headed by a Secretary-General, currently LAM Chiu Ho. Headquarters are at 63 Nathan Road, Tsim Sha Tsui, Kowloon, with 12 regional liaison offices worldwide.

History

In 1986, professionals from public service, academia and community work launched the "Ethical Baseline Initiative", the predecessor of the Committee. It was registered as a non-profit in 1994; the first Public Ethics Assessment Framework was published in 2003; membership reform and the certification system began in 2015; and in 2026 the Committee completed its digital portal, bringing member services, events and certificate verification fully online.

Governance Principles

  • Independence & neutrality — affiliated to no party, faith or commercial interest;
  • Procedural transparency — all certifications publicly verifiable; major decisions published for at least 14 days;
  • Evidence first — every intervention premised on verified observation and research;
  • Minimal intervention — education and guidance first; coercive measures only as a supervised last resort.
