Directives
All of the Committee's work revolves around three pillars that support one another, forming a complete system of ethical guardianship.
PILLAR 01
Virtue Promotion Programme
Virtue does not grow by itself; it needs to be seen, recognised and passed on. Through three sub-programmes, this plan makes good deeds an ordinary part of public life:
- Ethics Education Programme — standardised ethics curricula for schools and communities, reaching 200+ teaching institutions;
- Exemplar Certification — annual "Practitioner" honours judged solely on verifiable deeds;
- Community Co-building Network — mutual-aid mechanisms with resident organisations, bringing guardianship to every street.
KPIs: course retention rate, community incident reduction rate, and archived exemplar deeds. All data published annually.
PILLAR 02
Risk Prevention System
Intervention must precede harm. The Committee operates a three-tier response mechanism:
- Monitoring & assessment — continuous tracking of social ethics indicators into quarterly risk assessment reports;
- Early warning — notifying partner institutions of emerging risks with handling recommendations;
- Graded intervention — education, professional engagement or referral to authorities by risk level — coercive measures remain a supervised last resort.
Boundary commitment: all monitoring targets public behaviour only, never any individual's private life; data collection follows the minimal-necessity principle under independent audit.

Systems Integration
Making ethical governance infrastructure: standards, institutional partnerships and international collaboration.
Standards
the Public Ethics Assessment Framework is revised every three years and adopted free of charge — already embedded in the internal governance of 40+ institutions.
Institutional partnerships
teacher-ethics bases with education departments, business ethics advisory boards with enterprises, mediation stations with community groups — cooperating yet independent.
International collaboration
12 regional liaison offices form a cross-border network sharing risk intelligence and best practice, publishing the multilingual Global Ethical Baseline Report annually.
